Payment Plans
Dubai developers craft flexible payment plans to alleviate the capital burden of investments. Under these plans, a portion is paid during construction, with the balance settled upon transfer. The prevailing market norm is a 70/30 payment ratio. Meaning 70 during construction and 30% upon handover. These plans are entirely interest-free and transactions are conducted via bank transfer.
Taxation
Dubai exempts real estate transactions from taxes, covering purchase, sale, appreciation, and rental income. A fiscal treaty with the Netherlands shields all generated income in Dubai from additional taxation in the Netherlands. Essentially, all income derived from Dubai real estate (rental income and appreciation) is net.
Golden Visa
Investing 2 million Dirham qualifies for the Golden Visa, granting a 10-year residency with associated benefits. Investors can also sponsor family members for a 10-year visa. Recent regulatory shifts in Dubai have transformed the Golden Visa acquisition process. Previously, a 1,000,000 AED payment for a 2 million AED off-plan property was requisite. However, with the latest change, the initial 1,000,000 AED payment is no longer obligatory.
Financing
Dubai's financing landscape now excludes projects with high completion status from bank loan eligibility. Foreign investors face interest rates typically 2% higher than residents and must repay loans within 3 years. Residents can borrow up to 90% of the property value with loans extending up to 25 years.
Escrow Account
To mitigate the risk of developers absconding with invested funds, the Dubai Land Department mandates an Escrow account for project construction. Developers must deposit 25% of total construction costs before approval. If an investor buys from a developer, the money goes to the Escrow account managed by the DLD. The developer can access this money for a 5% marketing budget and by submitting construction bills to the DLD. Funds are released only after project completion and DLD inspection.
Commission
No commission is paid to brokers for off-plan projects; developers compensate brokers according to Dubai's regulations. Existing buildings incur a 2.1% commission.
Remote Purchases
Dubai's real estate regulations facilitate remote purchases. Buyers only need to submit a passport copy, make payment for the reservation of the unit via Mastercard or Visa (no AMEX), and digitally sign the purchase contract. Brokers guide buyers in choosing the right location, defining investment goals, and structuring an appealing payment plan.

In Dubai, property management is seamlessly arranged, catering to the needs of foreign investors who may have never physically visited their properties. Many opt for long-term management through entities like Pandora Properties or enlist third-party services for short-term management. These approaches aim to enhance the overall well-being of investors.
Selling Procedures
Dubai's selling procedures are known for their efficiency and swift pace. Both the secondary and off-plan markets consistently set new records each month in terms of transaction values. While developers may not assist in selling units to other clients, Pandora specializes in facilitating every step of the selling process. Remarkably, property sales can be conducted online, mirroring the seamless experience clients have when purchasing real estate without needing to be physically present in Dubai.
